In reply to your letter of the 27th.ultimo
and also in reference to letter from the Colonial Secretary to this Company dated the 20th. vitino, with the contents of which you are familiar, I beg to advise you that, in the case of double line centre pole construction, I am instructed not to lay a concrete road surface for the whole width between the two lines of rails unless you approve the method of construction shewn on Drawing No. 1925., viz:- a stringer of concrete under each rail 18" x 6" and surface concrete 6" in thick-

The Colonial Secretary, in his letter refer-
red to above, mentions a cross-section having been deposited by Messrs. Leigh and Crange and approved by you under Section 13 of Ordinance No. 10 of 1902. This cross-section was a copy of Drawing No. 1925, as origi- nally submitted to you, but was altered by Messrs. Leigh and Crange only to show the type of construction which you wished this Company to adopt. Messrs. Leigh and Orange had no authority to act for the Tramway Company as they were unaware as to what they (The Tramway Company) were prepared or were not prepared to carry out and therefore this Company is in no way compromised by their action and is quite within its rights in re- fusing to be bound by any arrangement which you may have made with Messrs. Leigh and Orange. Messrs. Alfred Dickinson and Company, the Company's Consulting Engineers, on whose advice I am acting, are the
